One day at sea level, sand, a working rum mill and a basalt art museum. One day at altitude, laurel forest, a waterfall and the plateau. That contrast is the whole point of this coast.

The levadas & the west
Up to Rabaçal in the morning, out to the coast villages in the afternoon.
Where to stay
For two days, stay on the Calheta seafront. You can walk the whole first day and start the second without a transfer. See where to stay.

A third day goes on a day trip: the natural pools at Porto Moniz, the mist-bent laurel wood at Fanal, the lighthouse at Ponta do Pargo, or Funchal.

Is two days enough for Calheta?
Two days covers the town and one levada. If you plan to use Calheta as a base for the west of the island, Porto Moniz, Fanal, Ponta do Pargo, the surf villages, give it four or five.
Do you need a car?
Day one, no. Day two, effectively yes: the Rabaçal trailhead and the west-coast villages are not practical on the bus timetable. Taxis can cover the levada if you arrange the return in advance.
When is the best time to do this itinerary?
Any month. Do the levada day first if the forecast is clear on the plateau and the beach day when it is not. The two altitudes rarely have the same weather.
